Heterogeneous Implementation and Differential Effects: A ComparativeStudy on the Implementation Outcomes of the "Double Reduction" Policyin Public and Private Primary Schools in China

Abstract

    This article intends to systematically compare the implementation logic , practical path and multi-dimensional results of the 'double reduction' policy in public schools and private primary schools. In terms of school, it is found that there are different features in the implementation of the policy with inflexible compliance and strategic adjustment. Public primary schools have achieved good results in reducing academic burden, enhancing educational standards and services standardization, but are limited in providing personalized services. Contrarily, Private Primary Schools seem to be in compliance at first look but they have used covert arrangements and shifted responsibility towards the families.And it objectively promote structure education anxiety anxiety and the risks of reproducing society. Different policy results are due to differences in resource endowment, incentive mechanism, responsible subject, parent demographic factors, etc.
