Against the backdrop of urban regional planning in the new era, this paper examines the impact mechanism of urban agglomeration operational efficiency on regional innovation performance, drawing on resource dependence theory and panel data from China's 19 major urban agglomerations from 2018 to 2022. First, this paper constructs econometric models to examine the direct effects of urban agglomeration economic development, urban construction, and transportation on regional innovation performance, and analyzes the moderating effects of regional location and FDI. Second, this paper employs the spatial Durbin model to test spatial spillover effects. The findings show that urban agglomeration's operational efficiency significantly promotes regional innovation performance, with regional location and FDI exerting positive moderating effects. Urban agglomeration GDP and R&D investment have positive spatial spillover effects on innovation outcomes in neighboring regions, while municipal construction investment exhibits negative spillovers. Based on the above analysis, this paper proposes corresponding policy recommendations.
